Despite starting from one of the lowest photovoltaic penetration levels in Spain, the Basque Country (Euskadi) is experiencing rapid growth in solar energy. According to the Basque Energy Agency (EVE), in 2023 the region had around 3 GW of total installed power capacity, of which only 16% came from renewables and just 1.8% from solar PV (approximately 60 MW). During 2023, Euskadi added 46 MW of new PV capacity through 2,161 self-consumption installations, followed by a further 30 MW from 830 systems in the first half of 2024. Industrial companies remain the main driver of growth, with 211 new industrial PV systems accounting for 22 MW of added capacity in 2023. This growth is being driven by stable regulation, falling equipment costs and regional incentive programmes. The EVE has allocated around €11 million for 2024 to support residential and industrial self-consumption. However, grid saturation has also emerged as a structural bottleneck: the Basque Government estimates that the electricity network requires an additional 6 GW of capacity to integrate new renewables and to electrify industry. Consequently, distributed PV, rooftop systems, and near-load industrial installations have become central pillars of the region’s energy transition strategy. 1. Iberdrola Clientes S.A.U. – national-scale integrator enabling mass self-consumption

Iberdrola Clientes S.A.U. is the commercial arm of Iberdrola’s solar-self-consumption offering and one of the largest enablers of distributed PV at a national level. In 2023, Iberdrola’s distribution company connected over 105,000 new self-consumption systems, adding approximately 1.69 GW of decentralised solar generation. The company provides turnkey PV solutions for households and businesses, including system design, permitting, installation, grid connection and monitoring, bundled with optimised energy supply contracts. In the Basque Country, where grid constraints and limited available land favour rooftop generation, Iberdrola’s strong regional presence and its role as the local distribution operator make it a key player in integrating large volumes of self-consumption systems into the grid.

 

2. GREENKw: a turnkey commercial PV specialist backed by the TSG Group.

Based in Bilbao, GREENKw is a specialised EPC contractor focused on commercial and public-sector photovoltaic projects. As part of the pan-European TSG Group, the company provides comprehensive PV solutions, including site assessments, engineering, design optimisation, installation, commissioning, and long-term monitoring. Its typical projects range from 200 to 500 kWp and are mainly located on industrial rooftops, logistics centres, sports facilities and municipal buildings. Recent reference installations include 255–260 kWp rooftop systems equipped with high-efficiency modules and centralised monitoring. Through partnerships such as its agreement with Kutxabank, which is expected to mobilise around 15 MW of corporate solar installations in its first year, GREENKw is playing an increasingly important role in accelerating the adoption of PV technology among Basque SMEs and public institutions.

 

3. Bikote Solar SL – long-established industrial PV and storage provider

Founded in Bizkaia in 2006, Bikote Solar is one of the most experienced solar installers in northern Spain, having completed nearly 600 PV projects and installed more than 50 MW across the Basque Country and surrounding regions. The company specialises in industrial and commercial self-consumption systems and has delivered PV installations for over 55 companies in the automotive sector. Bikote Solar offers full EPC and O&M services, design, permitting, construction, monitoring and maintenance, for rooftop and ground-mounted systems. In 2024, the company delivered around 6 MW across 56 projects in the Bilbao area. Following Ampere Energy’s acquisition of a 60% stake in 2025, Bikote Solar has expanded its offerings to include PV systems integrated with advanced battery storage solutions, EV charging infrastructure, and heat pump technologies.
