List of 10 PPA renewable energy developers in Europe

PPA stands for Power Purchase Agreement. It is a contract between two parties. While one party, in the role of the buyer, sells the energy produced, the other party is interested in buying it. The PPA sets out all the commercial terms for the sale of electricity between the two parties. This includes when the project starts, various commercial operations, the power delivery schedule, penalties for non-delivery, payment terms and termination. There are currently many different forms of PPA, depending on the needs of the buyer, seller and financing partner. There are many renewable energy developers offering PPAs in Europe. Here are 10 of the main European renewable energy developers active in the sector and offering PPAs.

1. TotalEnergies (Paris, France)

The Paris-based energy company has become a global leader in renewable energy. With a project pipeline of 100 gigawatts of new wind and solar energy, TotalEnergies is one of the most ambitious players in the market. The projects are spread across the globe and are expected to provide clean energy to millions of people in the future. PPAs are an important line of business for the energy company. TotalEnergies has already announced its first PPA with semiconductor manufacturer STMicroelectronics for 2025. Further PPAs have recently been signed with companies in Oman, Saudi Arabia and Kazakhstan. TotalEnergies now has around 2 GW of PPAs with over 600 B2B customers worldwide.

2. Lightsource bp Renewable Energy Investments Limited (London, UK)

Lightsource bp is the oil giant’s renewable energy division. 309 utility-scale projects and 11.5GW of solar power have been developed to date. A further 58 GW of solar projects are in the pipeline: So far, the company is mainly active in Europe, the US, Brazil and Australia, but also has joint ventures in India and Egypt. In 2024 alone, Lightsource bp has secured 10 power purchase agreements (PPAs) totalling 1.3GW across Europe, the Americas and APAC. In the first quarter of 2025, the company made a further 500 MW of solar and storage capacity available for power purchase agreements across the Iberian Peninsula.

3. Equinor ASA (Stavanger, Norway)

First on our list of major renewable energy developers in Europe offering PPAs is Equinor ASA. The company was founded in 1972 and is now active in renewable energy, developing wind and solar energy solutions. The company’s portfolio includes activities in oil and gas, renewables and low-carbon solutions. It is a major energy supplier to Europe, a leading global offshore operator and an international pioneer in renewable energy and low-carbon solutions. The Stavanger-based company is currently building the world’s largest offshore wind farm in the UK, which will provide energy for around five million homes. With more than 21,000 employees, Equinor ASA operates in more than 30 countries with a mission to turn natural resources into energy.

Update: The company has been announced as the provisional winner of the Bureau of Ocean Energy Management’s (BOEM) offshore wind lease auction in the US Mid-Atlantic region. The lease, with an estimated capacity of approximately 2 GW, has the potential to generate enough energy to power approximately 900,000 US homes.

4. BayWa r.e. AG (Munich, Germany)

Second on our list is developer BayWa renewable energy. The leading renewable energy developer from Munich, Germany, focuses on the development of solar and wind farms with end-to-end solutions. Operating in 28 countries, BayWa r.e. realises PV, hybrid, solar distribution, bioenergy and energy trading projects, as well as hybrid division solutions by combining different types of assets. The company is present in 34 countries and has brought more than 6 GW of renewable energy online while managing 10.5 GW of assets.

Update: BayWa has signed a virtual PPA (VPPA) with Boston Scientific, which will provide them with green solar electricity. This is the first VPPA BayWa has contracted with a healthcare company.  

5. Green Investment Group Ltd (Edinburgh, United Kingdom)

By developing and investing in the fields of wind and solar energy, the subsidiary of Macquarie can show a pipeline of over 90GW within more than 240 projects in over 25 global markets. Along with its mission to accelerate the green energy transition, the Green Investment Group develops new approaches to integrate battery storage into grids. To advance this mission, the UK-based company works across all stages of the project lifecycle and ensures expertise in finance, investment, and project development.

6. Acciona SA (Alcobendas, Spain)

Considering themselves as experts in designing a better planet, Acciona SA develops and manages sustainable infrastructure solutions by being active in the renewable energy sector. Striving towards their goal to lead the energy transition towards a low-carbon economy, the Spanish company focuses on their innovative and technical capacity in developing wind energy and photovoltaic energy technologies.

Update: ACCIONA and its partners Sacyr and Plenary Americas have reached financial close on the construction of a bridge spanning the Calcasieu River in Louisiana, with a total cost of US$1.33 billion.

7. Ilmatar Windpower PLC (Helsinki, Finland)

Since its founding in 2011, the Finnish energy company and independent power producer focuses in the field of renewable energy by developing sustainable projects, managing constructions as well as operational assets and also retailing sales. Striving forward their mission to guarantee a sustainable future, Ilmatar Windpower PLC operates and owns one of the largest renewable energy fleets in Finland and in the Nordics. As of today, their project portfolio spans over 12 GW in Finland and in Sweden.

Update: In a recent announcement, Ilmatar revealed the submission of an environmental permit application for the Tönnersjö solar farm, which spans 450 hectares in the County of Halland, situated in the southwestern region of Sweden. The planning of the solar farm started in 2022, following the signing of a land lease agreement between Ilmatar and Silvestica Green Forest, the proprietor of the forest on which the solar farm is to be constructed.

8. Mainstream Renewable Power Ltd. (Dublin, Ireland)

The Irish renewable energy developer Mainstream Renewable Power was founded in 2008 and is based in Dublin. The company’s services include offshore and onshore wind, solar PV, hybridisation and storage, green hydrogen, and the conclusion of PPA’s. The company has a global pipeline of 22.7 GW in five continents – Europe, Africa, Latin America, and Asia-Pacific.

Update:  An Environmental Impact Assessment was awarded to the 1.1 GW floating offshore wind farm project in South Korea, which is being developed and managed by Mainstream Renewable Power and Ocean Winds.

9. SSE Renewables plc (Perth, Scotland)

As a developer and operator of renewable energy in the UK and Ireland, SSE Renewables is committed to accelerating the transition to a net-zero world. Based in Perth, the company has a portfolio of around 4GW of onshore and offshore wind and hydro projects under development. Among other things, SSE Renewables is responsible for the largest offshore wind development pipeline in the UK and Ireland at over 6GW. SSE is the UK and Ireland’s leading advocate of clean energy, with the majority of its assets and projects located locally. However, the company has extended its operations to several other countries where it participates in joint ventures to develop renewable energy infrastructure on an international scale.

10. ERG SpA (Genoa, Italy)

Last on our list of European renewable energy developers offering PPAs is ERG SpA. Update: The construction of the Greenfield wind farm at Moulins du Bois, situated in the Bourgogne-Franche-Comté region, has been completed by ERG, who have also initiated the energisation process. The wind farm comprises nine Vestas V117 turbines, with a capacity of 3.6 MW each, resulting in an aggregate installed capacity of 32.4 MW.
